Why no LLM — a regulator must be able to reproduce it.
A mapping a model guessed cannot be defended in an enforcement and cannot be reproduced between runs. The Framework Ingestion Engine™ is a pure function of the document bytes and the declared parser + mapping-rule versions. The pipeline carries a no-LLM source contract enforced in CI: no model SDK, no model endpoint, ever.
