Recognition types — the legal basis for admission.
- Equivalence — the target treats the source framework as producing equivalent outcomes.
- Adequacy — a formal determination (e.g. an EU adequacy decision) admits the handoff.
- Mutual recognition — both jurisdictions recognise each other; bidirectional handoff.
- Passporting — a home-state authorisation recognised by the host state.
- Deference — the target defers under supervisory cooperation, short of equivalence.
- Mapping-only — controls crosswalk but no formal recognition; admissible only when policy permits.
How a handoff resolves — fail-closed by default.
The handoff policy declares, per act type, which recognition types are admissible and which controls are mandatory. The admissibility decision resolves the originating act against the recognition registry; with no admissible pair the default is refuse or escalate — never allow. Admitted handoffs emit a signed Evidence Pack™ and seal the attestation-chain root into the envelope.
